Pomona's Philosophy -- 'Downtown is for People' -- Lives in new pedestrian mall. Pomona, Calif. -- Scenes like this, when 25,000 people in a community of 75,000 jammed the new Downtown Pedestrian Mall for a square dance, were reenacted here at night (Oct. 15) when citizens danced in the street to celebrate the mall's formal dedication. Built entirely with private money on the initiative of its citizens, the nine-block mall regenerates Pomona's downtown business section and is sparking the development of a whole historic valley first settled by California's Spanish Dons.
