Well I was talking to one of the people that work next door to where the barrel's are at. He told me that the barrel's are full of sand with oil blended in. This person used it to soak up the oil from the ground or off the cement. So the Fire Dept. didn't know what to do with it, so here it sits until who knows when it will be picked up, and taken care of the right way.
