Charges dropped against Upland man who refused to water lawn

Charges were dropped against an Upland man who violated a city code by letting his lawn die last year in the midst of the drought.

Fernand Bogman told Eyewitness News in September that saving water was more important than keeping his lawn green.

However, his neighbors and the city disagreed, and he was fined $1,238. He also faced a misdemeanor charge for failing to follow the city code.

But the city said Bogman recently made changes to his lawn by using mulch and rocks that now put him in compliance with city codes. All the charges against him have been dismissed.
