CRIME: Kidnapping and Possession of Firearm

NARRATIVE:
On Thursday, November 2, 2017 at about 1900 hours, the Pomona Police Department received multiple 911 calls in the area of the 300 block of W. McKinley Av. regarding a female screaming and begging for help. Witnesses indicated the female was being forced into a white, Toyota Tacoma, by a black male. The female was franticly screaming for help and stated the male suspect had a gun. Multiple 911 callers provided a description of the suspect vehicle, and stated it was leaving with the victim at a high rate of speed. Pomona Police Officers responded to the area and located the vehicle as it was fleeing the scene.
Officers conducted a high risk traffic stop in the area of White Av. and Orange Grove Av. The female victim was seen lying in the back seat; however, Officers could not tell if she was injured. The driver, later identified as, Suspect Shell refused to comply with Officers’ commands to exit the vehicle. Due to the nature of the call, Officers deployed an armored, tactical vehicle. The armored vehicle was used for a tactical advantage in order to prevent the suspect from escaping. After several minutes of negotiations with the suspect, Officers approached the vehicle, and took the suspect into custody without incident. The female victim was rescued from the vehicle and treated by the Fire Department at the scene.
During the course of the investigation, a loaded firearm, and several rounds of ammunition were located in the vehicle within close reach of the suspect. The suspect was arrested and booked at the Pomona Police Station. He was charged with kidnapping and weapons violations.
The Pomona Police Department is equipped with great assets that complement each other in the time of need to insure the safety of our community. Members of our SWAT, Canine and Crisis Negotiation teams hold a collateral duty while assigned to our Patrol Division, and held a vital role with the rescue of the victim during this incident.
