W. Second St. and the "Dirt Bag"

I told the police today, about this guy. He drags his crap like this refrigerator and tears them apart. Then he leaves what he doesn't need. This guy has been a pain in the butt in the neighborhood. I called the cops, but he's still here. So here is a picture of the dirt bag making a mess in the alley, and then he walks away leaving it for the city to pick up, that's another subject I can into, but right now. I would like our police do something about this dirt bag. It's getting real old seeing this dirt bag getting away with it.
